Andrew Cooper

Andrew joined CLS in 1998 and is Chief Services Officer (CSO), based in London.

He leads the function that oversees, monitors and manages CLS’s Settlement, Processing and Data services. The key objective of the Operations function is to maintain high-quality service delivery while effectively managing risks and ensuring compliance with the regulatory framework.  As CSO, Andrew oversees Operations, Operational Change Management, Financial Crime Compliance, Due Diligence and Onboarding, CLS Tokyo office and most recently, Enterprise Resilience. 

With 38 years of experience in the banking industry, Andrew began his career at The Royal Bank of Scotland, where he worked from 1986 to 1996, gaining significant experience across various functions, including corporate finance and HR. In 1996, he joined ECHO (Exchange Clearing House) which, alongside Multinet, focused on reducing settlement risk in the FX market. When ECHO was acquired by CLS, Andrew was responsible for onboarding four of the initial seven CLS-eligible currencies.

Having been closely involved in the development of CLS at the project level, Andrew helped establish the Operations department, where he initially managed operational shifts. As the organization and its service offerings grew, so did Andrew’s role and responsibilities as Head of Operations, which as well as the Operations functions, included the oversight of Product and Enterprise Data Management.   Andrew held this position until his recent appointment as Chief Services Officer.
